Handicap International China Program Introduction Our vision 我们的愿景Our vision is of a world in which all forms of disabilities can beprevented, cared for or integrated, and in which the rights of peoplewith disabilities are respected and applied. We attain this through acombination of direct field action and advocacy (research andcampaigning). The synergy between those two aspects guarantees thelegitimacy of our work and has a greater impact on people withdisabilities. We consider disability in entirety: social, economical,cultural, political and medical aspects. 我们的目标是：各种类型的残疾人能够被最大限度的预防、残疾人能够得到妥善的照料或融入社会、残疾人的权益得到普遍的尊重和落实。国际助残通过直接在现场了开展各种援助行动与向社会呼吁、倡导（包括各种调研和宣传活动）相结合的方式来推动上述目标的实现。以上两个方面的同步进行保证本组织的工作得以合理、合法地开展，并将对残疾人事业起到更加深远的促进作用。国际助残认为残疾问题是一个综合行的问题，应该从社会、 经济、 文化、政治和医疗等方面全面考虑和解决。 Our Mission 我们致力于Handicap International helps people with disabilities to regain theirindependence, dignity and their rightful place in society.残疾康复、帮助残疾人融入社会、预防残疾、帮助残疾人真正实现自立。 Presentation of Handicap International国际助残简介Handicap International is a non-governmental organization. Its missionis to contribute to the prevention of disabilities and to support theimprovement of the life of disabled people in all related areas(medical, social and economic). The organization was founded in Francein 1982 and is now present in more than 60 countries. Since itsfoundation, Handicap International has actively involved itself ininternational activities. In 1996, in recognition of its work fordisabled people, HI was awarded the Nansen Prize by the United NationsHigh Commissioner for Refugees. Also, in collaboration with six othernon-government organizations, Handicap has promoted an internationalcampaign to enforce a total ban on the use of anti-personnel mines. In1997, Hi was awarded the Nobel Prize for peace.国际助残是一家独立的、非政府及非赢利的国际组织。创立于1982年，总部在欧洲。国际助残在全球60多个国家开展项目。其宗旨是“为残疾人提供人道主义援助，不论是因为战争或自然灾害导致的残疾，还是由于贫困或疾病所导致的残疾”。国际助残的使命是帮助残疾人“重新站起来生活”，真正实现残疾人自立并融入社会。自1982年在里昂成立以来，国际助残先后在比利时、丹麦、瑞士、德国、卢森堡和英国建立分部。各联盟严格按照全球统一要求和目标，既保证战略的统一性，又保证各自工作的相对独立性。目前在中国开展项目的是比利时国际助残。由于在残疾领域做出突出贡献，1996年，国际助残被联合国难民事务高级专员署授予“南森奖”(NansenPrize)。此外，1997年，由于参与“国际禁止使用杀伤性地雷”运动（ICBL）并作为其创建成员之一，国际助残获得诺贝尔和平奖。 Whydoes Handicap International work in China 国际助残在中国的原因 • The coastalregion and the cities in China are well-off. However, there is a vastamount of people living in poor rural Western Regions. The annual procapita income there is often not more then 90 Euro. People withdisabilities in those areas represent the most vulnerable group withvirtually no access to basic health care, rehabilitation and education.• There are in China about 80 million people with a disability,representing more than 6% of the total population. •中国的沿海地区经济形势良好，发展较快。然而，在西部地区的广大农村偏远地区，人民生活水平相对较低。据统计，在西部农村人均年收入在900元左右。广大的残疾人很难享受到基本的卫生，康复以及教育服务。• 中国人口中，残疾人口约占总人口的6%，约8000万。 Handicap International in China 国际助残中国The organization has been operating in China since 1998. There is aroundforty-five staff working for HI, including 7 expatriates. Our annualbudget in china is around 10million CNY. Currently HI has 4 offices inChina, except each program office in Tibet, Sichuan and Guangxiseparately, we also set up a support service office in Beiijing, theteam in Beijing include Finance and accounting, logistic, Humaneresource, Communication and admin position, which is target to providerelated support to each program, also we provide admin and logisticsupport to the mission in North Korea.自1998年在中国开展项目以来，目前在北京、西藏、广西、四川等地均设有办公室，共有国内员工45人，国际员工7人。北京的总部办公室，主要负责给中国各个项目提供财务、人力资源、行政、对外联络以及后勤采购方面的支持；以及给北朝鲜提供行政和采购的支持。Current activities 目前的项目 Handicap International currently manages thefollowing programs in China: 国际助残目前在中国开展以下项目： Tibet Program 西藏项目Handicap International has been operating in Tibet since 2000, in closecooperation with the Tibet Disabled Persons’ Federation. It is today oneof the largest NGO working there, with the following projects:国际助残在于2000年在西藏开展项目以来，一直与西藏残联保持着紧密的合作关系，现已成为当地最大的NGO之一，主要开展的活动如下： •Community-Based Rehabilitation: the objective is to improve thesocio-economic conditions of children with disability and their parentsby establishing a “community service” that can provide basicrehabilitation treatment, referral to specialized assistance (schools,hospitals, orthopedic workshop, vocational training…), facilitateintegration and provide families with appropriate support. •社区康复项目：项目至今，致力于帮助当地机构建立一个以社区为基础的服务网络，为残疾儿童及其家属提供基础康复治疗、社区转介，权益保障及社会融合服务。• Orthopedic Workshop: Handicap International supported the creation ofthe Lhasa Orthopedic Workshop, which opened in August 2001, andcontinues to support its functioning and development. •假肢矫形车间项目：假肢矫形车间时自治区内唯一一个提供假肢矫形服务的机构，由国际助残协助西藏自治区残联于2001年8月在西藏建立，并一直对其活动的开展提供支持。• Physiotherapy and Rehabilitation: Handicap International prov
